That would have meant there was a brief three year overlay of their services, by the end of 2002, it was likely uncertain how things were progressing. Montgomery’s missed deadline for instance came six months after she left office in 2003. Ahad was employed but even Don Saylor didn’t have a good idea of what he was doing. The facilities were passed for Montgomery and Harper during this time, but the worst offenses had yet to occur.
