Xu Gets Prison Time for Role in Park Flashing Incident

Monday October 27, 2014. Judge David Reed sentenced Wenyi Xu, 30, to 3 years and 8 months in state prison.

Xu pleaded “no contest” to all twelve of the counts, which included conspiracy, lewd conduct, child annoyance, and disorderly conduct.

Xu and Nicholas Robert Bowen, 61, went into parks on Davis and recorded her exposing herself to children. Additionally, Xu took nude pictures of her toddler for Bowen’s enjoyment.

Judge Reed determined that Xu was participating willingly and was not doing it to advance her career as she claimed. Xu was married and worked for the state of California when the crimes occurred.

Today she stood with her interpreter, her body without curves, extremely short hair, no make up and black glasses. If she had not been at the podium, one could have confused her for a prepubescent male.

In addition to the prison term, Xu was ordered to register as a sex offender, supply a DNA sample and pay several fines.

Richard Lansburgh, Xu’s attorney, asked the court to make accommodations for her in prison. Generally, prisoners have an immense dislike for those who commit crimes against children, and Lansburgh attempted to acquire protection for Xu.

Prior to sentencing, Xu had spent a total of four days in jail. She was immediately handcuffed and taken into custody to start her prison term.

The couple were arrested when a park worker saw Xu exposing herself to juveniles at a bike overpass in Davis, while Bowen was seen taking pictures and recording the heinous act.

On May 24, 2013 video evidence shows both Xu and Bowen at a Davis skate park observing a group of boys. Xu approached the boys with her dress unbuttoned, and began to participate in flashing the young boys. Bowen, whose voice is heard in the video, seems to be recording the exposure that is taking place.

Further evidence discovered by investigator Pearson shows disturbing text messages exchanged between Xu and Bowen. On April 25, Xu was found sending a picture to Bowen of herself at the edge of a bed nude, with her legs spread apart. Also in the group of text messages, Xu is found sending a picture of her own two-year-old, straddled nude in the same position at the edge of the same bed.

These pictures were then collaged and resent back to Xu from Bowen’s phone, along with a text message asking if Bowen can masturbate while looking at the picture of the two-year-old daughter nude. Xu responded back with agreement, showing that she was accepting the disturbing request presented by Bowen.

There were a total of 4,000 text messages exchanged between Bowen and Xu, many of which show acts of pedophilia. Although Xu claimed that there was nothing between them, digital evidence presented by Pearson shows otherwise.

The crime occurred in Davis as Davis Police responded to a call on a city owned greenbelt near the Covell bike over-crossing on the north side of Community Park, after a worker in the area saw a female exposing herself to two passing juveniles.

Police would learn that, while the female exposed herself, a male who was with her took photos or video of the exhibition.

Officers responded to the area and located the male and female associated with the call. During the course of the investigation, it was discovered that Wenyi Xu, a 30-year-old female resident of Folsom, had intentionally disrobed and exposed herself to two juveniles as they rode past her location on bicycles.

As Xu exposed herself, Nicholas Bowen, a 61-year-old Grizzly Flats resident, photographed or videoed the episode. When Xu exposed herself, one juvenile fell off his bicycle, but did not appear to be injured. The juvenile left the scene and has not been identified.

    Pardonnez-moi, but gotta ask… were her “curves” confiscated in jail (and her Sybil rights violated?)?  Or did she mostly resemble a pubescent boy at the time of the offense, and maybe she just wanted to show she was “one of them”?

    This is so disgusting!!! I cannot believe that all she is getting is 3 years and 8 months in state prison! She is a pedophile!  I hope that poor little 2-year-old is safe and away from this horrible person.  Have they looked into how long this was happening?  I ‘m most certain that it has been occurring for the 2 years of this poor child’s life.  She should be in for a longer period of time and not allowed around children ever again.  This is SICK!!!

    Also, she was a state worker and needed an interpreter?  Please! She had been operating at her level without an interpreter at work.  She asked for an interpreter to get some type of sympathy.

    I would like to see the DA’s office “throw the book” at this kind of disgusting pedophile as opposed to the person with mental health problems that steals cheese and was facing life in prison.  Where are the priorities here?  Very mixed up for sure!

      So, being a disgusting pedophile who exposes her 2 year old ISN’T a sign of mental illness?  Maybe she had inadequate representation to push for the insanity plea.

       

      That being said, I agree that she should not be around her own child, or any other. And I also (my bad) hope she is put into the ‘general population’ in prison, and her crimes are known to the other prisoners.

        she got a sweetheart deal and will be out in a few when she could have been facing life.

        No, it is not a sign of mental illness that would in any way qualify for an insanity defense.
